  •  New organized crime groups known in Japan as “tokuryu” have emerged to assume the yakuza operations and have come to commit a range of crimes, including violent robberies, online investment fraud and romance scams and money laundering.
  •  Some “tokuryu” have moved their operational bases to some of the Southeast Asian jurisdictions in recent years and have orchestrated a series of crimes and served as Crime-as-a-Service.
  •  A high degree of corruption in parts of the region and insufficient regulation serve as key enablers for transnational organized crimes.
