David is a senior executive with extensive experience in financial crime compliance, regulatory operations and law enforcement. He previously served as a Superintendent in the Australian Federal Police, where he undertook international programs in serious crime, counter-terrorism, security and anti-corruption in Singapore and Hong Kong. He later served as the AFP’s Senior Liaison Officer in Hong Kong and held executive positions as Director of International Operations at AUSTRAC and Director of Compliance at the NSW Electoral Commission.

David holds Master's degrees and post-graduate qualifications in International Business and International Relations.   His academic and operational expertise supports a strategic understanding of evolving threats, security and compliance obligations across government and the financial sector.

In the private sector, David has led financial crime risk functions for both a global bank and an ASX-listed financial services group, covering banking, insurance and wealth.  His focus has included anti-money laundering, counter-terrorism financing, sanctions, fraud, bribery and corruption risks.

He brings a clear and pragmatic approach to the identification, assessment, and control of financial crime risks. David is experienced in designing and overseeing compliance frameworks, systems, controls, and assurance processes to detect and manage threats, vulnerabilities, and exposures. His work supports improved governance, accountability, and organisational resilience.
