Head of Economic Crime Strategy and Government Affairs, City of London Police

Helena is the Head of Economic Crime Strategy and External Affairs at the City of London Police, the UK’s Lead Force for Fraud, Cyber and Economic Crime. Helena has over 20 years experience in tackling economic crime across the public, private and third sectors. She held a range of operational and strategic roles across government (including the National Crime Agency, HM Treasury and the Charity Commission), before leaving government service to lead a major programme of research on UK economic crime at the UK defence and security think-tank, the Royal United Services Institute (RUSI) between 2015-2023, where she published a wide range of research and publications. Before joining the City of London Police in November 2025, she was the Director of Public Policy at Cifas, a not-for-profit fraud prevention membership body.
