Paul Maskall

Head of Policy and Strategic Engagement, Cifas

Paul Maskall believes that technology isn't the enemy—our relationship with it is. In a world where fraud increasingly exploits human behaviour rather than technical vulnerabilities, his work focuses on understanding the psychology behind trust, deception and decision-making, and translating those insights into practical action for industry, government and law enforcement.

As Head of Policy and Strategic Engagement at Cifas, Paul leads work that brings together industry, government and law enforcement to tackle emerging fraud threats and strengthen the UK's response to economic crime. He is currently leading the development of the new Dedicated Retail Fraud Unit, helping to shape its strategic direction, operating model and industry engagement approach.

Over the past 15 years, he has worked across intelligence, counterterrorism, cyber security and fraud prevention. Prior to joining Cifas, Paul held joint roles within the City of London Police and UK Finance, where he helped shape national fraud prevention activity and authored the National Fraud and Cyber Protect Strategy for UK law enforcement.

He is passionate about helping organisations understand not only how fraud happens, but why—and using that understanding to design better prevention, education and policy interventions. Because while technology continues to evolve, people remain at the heart of both the problem and the solution.
